I'd suggest you look into Shapefile categories.

You can define multiple categories for a shapefile, and assign it various color and style options. For example, you can set the foreground color, line color, background color, etc. After you define these categories, then you can assign specific categories to specific shapes within the shapefile.

So it sounds like you should be able to do what you need.
