A number of small fixes:
- empty shapefiles will be skipped when calculating max extents, preventing zooming to the equator;
- panning inertia turned off by default (deadlocks were reported on some occasions);
- utf8 will be used when loading world file with GDAL (as it's already used for dataset filename);
- fixes for shape hot tracking functionality (Shapefile.HotTracking);
- max/min layer zoom properties added to serialization;
