Created Unassigned: DrawLabelEx does not work [26030]

Hello,

Code that used to work for drawing labels is no longer working. I have the exact same issue as the person in this post:

from which it appears to have stopped working in 4.9.3.6.

It seems as though AxMap.DrawLabelEx simply does not work in any scenario.
